When I transitioned from Classic WP editor to Gutenberg block editor, I needed to find a new table of contents plugin.
FYI, the table of contents in this post uses the SimpleTOC block.
For years I used Table of Contents Plus but it doesn’t work on Gutenberg.
At first, I went with TOC in the Ultimate Addons for Gutenberg block library (see next item in this list) but it was a bit buggy. SimpleTOC, while simple, works great with infinite scroll and doesn’t require messing around with all kinds of features.

Ultimate Addons for Gutenberg
While I do install the Ultimate Addons for Gutenberg block library on every site I have, I do NOT use the table of contents block. I use SimpleTOC instead.
Because the Ultimate Addons for Gutenberg TOC didn’t work with infinite scroll. It was buggy.
In many ways this block rocks. It has some fantastic customization features so if it’s not buggy for you, it’s great. Here’s a screenshot of the customizations:
It offers far more features than SimpleTOC. I wish it worked. It’d definitely worth trying.
Ultimate Blocks is not just a table of contents plugin; it offers a lot more. It has a collection of Custom Gutenberg Blocks, which includes one block for TOC. This plugin is a must-have for users who have Gutenberg.
The plugin doesn’t have any additional settings and it’s pretty simple to use. All you have to do is insert the table of contents block to your content page after you have activated the plugin. This will generate an automatic TOC for you from the headings you have made in the post. You can also change the name of the TOC via the plugin, as well as place it anywhere in the content page you want.
The only problem with this plugin is that it will not work with the WordPress Classical Editor. You will have to use the Gutenberg editor for this particular plugin.

CM Table of Contents
The CM Table of Contents is an easy table of contents plugin to use and is one of the most up-to-date plugins. CreativeMinds designed this plugin keeping in mind that users want a dedicated option to ensure that the TOC is displayed on single pages and posts. Through the free plugin, you can add a custom title for the TOC. All admin options are available on the settings page, which makes it easier to customize your TOC.
You have to check a box at the end of your content to enable the table of contents option since it doesn’t generate it automatically. There are different fields that you can use to manage the six levels of the table of contents page. At every level, you can assign a class or custom id, choose a font size and add the right heading tags.
There are also some advanced options in the premium version of the plugin. Shortcode Table of Contents is designed to generate TOCs through shortcodes. You will need to design and use the shortcode in your blog post to add the TOC to your page display. There are a handful of parameters that the shortcode plugin works on. They include:

LuckyWP Table of Contents
LuckyWP created this Gutenberg supported TOC plugin for WordPress bloggers who want their page display to enhance user experience. The plugin allows users to insert the TOC automatically and manually, as they please. You will also be able to use the Gutenberg block or shortcodes to create your TOC.
You can enable the minimum number of headings to display in the TOC if you only want the table of contents for the longer posts. There are also options to display the table in a linear or hierarchal view, based on your preferences. The plugin also allows a high degree of customization since you can tweak the float, title, font sizes, width, colors, items font size, etc from the control panel. There are also four main color schemes that you can use for your table of contents including dark, light, transparent, and white.
Other features on the plugin are smooth scrolling, customizable labels, and toggling hide or show options. It is a relatively new plugin but still has hundreds of downloads. You can use it through the Gutenberg and WordPress Classical editors.
Element Pack (for Elementor)
IMPORTANT: I do not recommend Elementor. I recommend using Gutenberg instead for pagespeed performance purposes.
The plugin will allow you to create a floating table, which visitors can use. They will also be able to toggle the button to hide or show the TOC as per their preferences. You can even toggle the sub-headings so that the TOC looks more concise.
The only problem is that you will need to install the Elementor Page Builder to use this plugin or else it will not work.
